Schools Networks Upgrade Project

Learning Hubs Project Manager

Schools networks, where they existed, were performing at less than full potential due to wide variation in reliability, design and standards and other schools did not have any network infrastructure in place. The School Network Upgrade project was to provide standards for networks to adhere to and then establish a network infrastructure meeting these standards in approximately 300 small schools with no network infrastructure. The project was jointly sponsored by the ICT Unit and Property Division of the Ministry of Education.
CWA was contracted by the University of Waikato and Ministry of Research, Science and Technology to provide on-going maintenance and enhancements to an existing website, the Biotechnology Learning Hub, and also to create a new website, the Science Learning Hub, for launch July 2007. This required careful management of the client's client to ensure that timeframe, quality and value-for-money expectations were management effectively.
Maven provided project management and technical services for the School Network Upgrade project. Maven developed network infrastructure standards, managed a network audit of all NZ schools, the results of which were then used, to prioritise schools for upgrading. A tender was conducted resulting in a fixed price contract and solution being agreed with prime contractor TorqueIP for rolling out the network upgrades to 300 schools.
As well as client relationship management, this role required project and resource management knowledge and experience to be able to manage the full website development life cycle with both in-house and outsourced teams. This included content and metadata development, upload and QA, and made use of eZ Publish, a respected open source content management system.
On completion the target of 300 schools was exceeded by 10 percent with 330 schools being upgraded utilising the same budget. There were minimal issues at the Ministry end during the course of this project. These schools are now enjoying improved learning and administrative opportunities made possible through the use of ICT.   The Biotechnology Learning Hub site received on-going updates to its content and functionality, including a major software and platform upgrades. The Science Learning Hub website, content and metadata was created within the tight timeframes prescribed by the client. The Science Learning Hub sub subsequently received nominations in two categories at the 2007 TUANZ Innovation Awards.
