David McLellan
David is a commercial strategist and programme leader with more than thirty years' experience across government, energy and enterprise. He specialises in taking ambiguous, complex challenges, everything from institutional market design and large-scale government programmes to new venture establishment, and delivering durable commercial outcomes.
David advises public and private organisations on strategy, options analysis and business cases, including under the Treasury Better Business Cases framework. He has led national operations transformation and directed large, complex government programmes, from multi-billion-dollar recovery efforts to national financial-assistance schemes, bringing structure and commercial discipline to high-stakes, multi-stakeholder environments.
Earlier in his career he conceived and brought to market Australia's first centralised, cleared marketplace for electricity derivatives, now among the world's largest energy derivatives exchanges, and has since founded a deep-tech venture developing patent-pending fermentation technology. A collaborative leader, he builds high-performing teams and delivers outcomes in sectors where the rules are still being written.
